Construction Offices Get a Tech Lifeline: Digital System Bypass Launched

The Ministry of Regional Development has rolled out a technological breakthrough for construction offices across the Czech Republic, launching a bypass system that bridges the gap between new digital processes and familiar local systems.

The initiative comes after a rocky start to the digitalization process that began on July 1, 2024. The original reform promised streamlined procedures with single-stamp approvals and fixed deadlines for construction offices. However, the system faced significant criticism for being inadequately prepared, with untrained staff and unfinished implementations, ultimately leading to the dismissal of Pirate Party leader Ivan Bartoš from his ministerial position.

In a significant turn of events, construction offices can now voluntarily connect to the bypass system, allowing them to work in both new and legacy systems. Minister Petr Kulhánek (STAN) emphasizes that this flexibility will enable offices to operate in familiar environments, potentially accelerating construction proceedings.

The transition period will extend until the end of 2027, during which the Ministry will develop a new, fully functional digital construction management system scheduled for launch by January 1, 2028. The current solution includes mandatory electronic document submissions through the builder’s portal while maintaining the option to use existing local systems.
